Speed Up MsUia Specs #60

This sped up the suite on my machine by over a minute.

How long does (and did) running ms_uia specs took for you?

I'm on Ruby 2.0-p0 and it did take ~217 seconds and does take with these changes ~226 seconds.

Prior to the change, in my VM running 1.9.3 it was taking pretty close to 5 minutes. This change got it down closer to 4. However, I'm not convinced that I'm completely out of the woods yet. As I've been moving forward with reducing the dependency on HWND values, I've noticed that the time is going up more. I'm going to keep my eye on this more and continue to try to keep the spec times running pretty close to what they originally were.
