MoneyNetworkAPI - file with timestamp for offline transactions #259

Looks like ZeroNet has a problem with hanging fileGet and changed optional files. Problem for .0000000000000 I have seen many tests where .0000000000000 is hanging and "following" pubkeys message is being read without problems. Change to a sequence starting with 0. file should contain timestamp for offline transaction + transaction status.

Different filenames for different types files:

normal file (fallback solution for optional files)
internal optional files (no distribution needed)
external optional files (distribution help needed)
offline transactions, also external optional files (distribution help needed)
