More flexible log in process

More MoneyNetwork functionality should be accessed by not logged in users.

• ZeroNet cert not selected. See network (all contacts), see public chat, see money systems/wallets. Cannot post any info.
• ZeroNet cert selected and using blank password. full access.
• ZeroNet cert selected and using full encryption. full access.

Test 1 after changing log in process. JS error in montreal MN session. Had to send two test messages to recreate communication (sender_sha256) after lost localStorage data i torando.

New user, guest or visitor.

• add certificate, grant merger permission, add site (required for a ZeroNet merger site)
• default for a new user should be save private data unencrypted in browser (blank password)
• new user. auto log in with blank password after cert select Looks OK. Maybe change page design. See https://github.com/jaros1/Money-Network/issues/228

For now log in is required for Account and Wallet pages. Other pages can be accessed without ZeroNet certificate and local account.
