API, MN & W2: Ensure that "remove_missing_optional: true" is always used to avoid hanging transactions

Now always using siteSign with remove_missing_optional: true before publish. Maybe better as a MoneyNetworkAPILib.z_site_publish option.

OK. Now as an optional feature to z_site_publish. Always used in MN and W2
