Compatibility Fix for USI Reactors & NFE Reactors in combination with Kerbalism

This shouldn't be needed. Kerbalism takes over EC generation from all sources that it handle, that include solar panels, RTGs as well as USI and NFE reactors. BonVoyage already account for those, but I suspect it doesn't do it for those methods.

Also, your change will cause BV to crash when Kerbalism isn't installed. You can't reference the Kerbalism assembly / classes in BV.
