Clean up javascript in index to make it easier to use and reusable.

Scroll code now shared between index and blog
Localization will now automatically work for new languages added in config

Thanks a lot.This is helpful to others using this theme,later I will merge these js files into one,since reducing the count of requests one page is a way to optimize website. :)
