launching blank ARC program #1122

Your description here On launching blank program runs. Upon clicking again actual program runs.

What should happen? should launch ARC on first run

App: 10.0.12 Platform: 5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Win 10/Chrome

Steps to reproduce

  1. Launch ARC
  2. From Taskbar right click on ARC ICON and select ARC again, to launch program

I don't understand the issue. Can you please rephrase it and provide way to reproduce the problem? I can't reproduce it with given steps.
