video encryption and delivery

problem is that i want to stream video ... in the following way   1.. encrypt video and store in some secured ftp location or any location where user access prohibited or video stored in secured location 2.. when user access clicks play video, then decrypt video in chunks (retrieve data from secured locations in bytes ) and stream this video to the user from asp.net web application....   Main things to consider here is that i do not want user to download video at all using any download manager to download this file...   here user can do only one thing just see video from online asp.net application...

I'm having difficulty ensuring that the client can "seek" to a particular location in the video.
