parse_magnet_uri() is not in python binding #418

What steps will reproduce the problem?
1.Open python
2.import libtorrent
3.try to use parse_magnet_uri

What is the expected output? What do you see instead?
I can't find the function.

What version of the product are you using? On what operating system?
Debian GNU/Linux

Please provide any additional information below.

I discovered a few issues in this patch. I'll fix them tonight as well as
