I've never had any problems with it, and it's pretty common to include it in textmate bundle installation instructions.
In any case, including either this line or instructions about where to find the "reload bundles" option in the menus seems like a good idea. Or both, with a note that the applescript is hacky but usually effective on modern versions of OSX/Textmate.
We used to have that, but it was causing problems for some folks. Let's leave the AppleScript out of it...
