Do not allow empty passwords #298

What steps will reproduce the problem?
1. Create a new member as super user
2. Do not set anything for password

What is the expected output? What do you see instead?

One would expect the password to be set, with a minimal requirement in number 
of letters for instance.
There is no such check for the moment.

The minimal requirement in number of letters for password instance is checked 
now and he can't be empty.
