The multiple member creation form is not displayed in case of error #342

What steps will reproduce the problem?
1. As a super user, go to the create member page
2. Select the create multiple users radio button
3. Make a mistake in the textarea

What is the expected output? What do you see instead?
The error should highlight the textarea in red with a message.
The error actually reset the page to the single user form, thus preventing the 
user to see the error message.
Selecting the multiple members option allows to see the error message.
