region files overlay should be a separate plugin or something map ids will use the plugin API

[x] convert index.html to use the plugin json and iterate over plugins to load geoJSON
[x] remove specific fomatting code from index.html and include in geoJSON
[x] remove region code

I've made most of these changes in 2.0.
