Contact number field allows invalid phone numbers #8

Since the phone number is restricted to 8 digits and the context is NUS students, presumably the field is intended for Singapore numbers only. As such, phone numbers that do not begin with 6, 8, or 9 should be rejected as well.

Encountered this problem when I was using the add command as I believe this app is for students in Singapore and valid Singapore numbers only start with 6, 8, or 9.
