Add More Information About Restarts & Corrects app ID Minimum Length

Purpose

Adds the following to hopefully enrich the README:

• Corrects the Minimum App ID length from 3 to 2 (looks like App ID can be 2, 3 or 4 numbers)
• Adds some suggestions on restarts
• Adds some behaviors that will occur without restarts
