TEDAPI get_reserve() fix to address unscaled results.
Address pyLint Cleanup of Code.
Proxy: Command mode error handling.
Cloud Mode: Fix logic for selecting FleetAPI mode
Add request timeout settings to FleetAPI and TEDAPI calls.
