On screen notifications when GPS disabled #548

For mobile users, where GEOIP is less precise, notify the user when they have not accepted/disabled GPS for Socialivo. This notifications will be at the very top and run across the very top of the screen, effectively pushing down the rest of the screen. Have Tuan design.

Currently, i'm referencing another page to let user learn how to enable GPS on different mobile browser. We need to create a similar page on our server. https://waziggle.com/BrowserAllow.aspx
