Please also add the "Sorry, we were unable to find..." message to the MMH wizard, but the main problem being reported is the location service isnt working on my desktop when it does seem to be working from my phone.
@jasonbhart the New activity Wizard showed that you are at Palo Alto. Is it your correct location? Did you try changing radius to 10 miles? The error in the homepage is related to $scope.$apply(). It is another issue.

Detecting location using browser navigator will give result with deviation < 50m. On the other hand, detecting it using geoip will give deviation up to 8km (my location). Based on your description, it seems that GPS is disabled on one of your devices. Please recheck it. If it's possible please go back to home page and click auto detect to see if the location is detected correctly.
Using either the MMH or New Activity wizards on Windows Chrome from HP is not providing any recommendations.
