Store VC in local storage and lock application logic to only generate 'OC' if enough currency is there Be able to save and read VC from local storage Gate 'OC' button function from working unless there is enough currency

Implemented VC local storage ability in 1434689ae622843821844ffe11c143ec4cbd0b08

Need to still assign some value and logic to deplete OC by generation
