This keeps us on the upgrade treadmill and doesn't seem to have caused obvious breakage. Changes:

Upgraded from unpinned toolchain with patched binaryen to Emscripten 1.38.28 and matching binaryen (since our patch is now upstream)
Upgraded from Ruby 2.6.0 to 2.6.1, revising documentation and home page to match
Rebuilt Ruby assets
