Added composer.json file for https://getcomposer.org/ #8

@jasonhinkle How about this? You can submit then php-gpg to Packagist https://packagist.org/

We may also update the version number then, create a release using a tag (SemVer style) and push it after it was published on Packagist, so people can download the stable release version using Composer.
