[BEAM-4504] Decommision Mergebot from retired apache/beam-site repo #32

This is the final step in the Apache Beam website sources and tooling migration, described here: https://s.apache.org/beam-site-automation

Website sources are now part of the main apache/beam repository, and PR validation and merging is managed through existing Beam infrastructure (Jenkins jobs and manual committer merge).

The apache/beam-site will now only be used for staging static HTML release documentation (Javadocs, pydocs) on the release-docs branch. After Mergebot is disconnected from the repo the asf-site branch will be deleted.
