Setting filters on all collections #190

Is there a way to set filters on all collections ? Like, I pretty much always want my collections to be raw on local and to have the CssMin and JsMin applied to them, but I don't want to have to repeat that for the ten collections I have. Is there a way, or could this be implemented ?
