libiconv doesn't compile for nacl. #164

What steps will reproduce the problem?
1. ./make_all.sh libiconv

What is the expected output?
It compiles.

What do you see instead?
checking build system type... x86_64-unknown-linux-gnu
checking host system type... Invalid configuration `x86_64-nacl': system `nacl' 
not recognized
configure: error: /bin/sh 
/usr/local/google2/naclports/src/out/build/libiconv/libiconv-1.14/build-aux/conf
ig.sub x86_64-nacl failed
naclports: Building 'libiconv' failed.
make: *** [libiconv] Error 1

What version of the product are you using? On what operating system?
Goobuntu Trusty, nacl sdk pepper_39 & pepper_40 (both fail)

Please provide any additional information below.

Note, that pnacl compiles.

@sbc: Could you take a look? I'm using ToT naclports.

I cleared naclports/src/build and it compiled this time. I think we can close 
as WontFix.

I think I know what this issue is.  I'm working on a fix.
