Set grind files format in the config/config settings priority #51

Attached patch allows to set format of grind files in the config. Furthermore, 
it puts settings in the config prior to those set in ini variables.

How is this helpful when there's an Xdebug setting for just that?

Well, sometimes I don't have the ability to change the format and I recieve 
grind files "as is". For example...
