Issue description

Expected result: Fire cannot burn road blocks?
Actual result: Fire can burn the road and will destroy the plot-world?

Steps to reproduce the issue

Place fire on a wood block in the plot-world

OS and versions

Plugin Version: 1.10.1
PocketMine-MP: 3.19.0
PHP: 7.4
Game version: PE/Win10 (delete as appropriate)

Other Plugins - none

Console error, backtrace or other files - none
