Merge Plots Roads is not buildable

Issue description

• Expected result: What were you expecting to happen?
• If you Merge 2 Plots in one you must build on Road
• Actual result: What actually happened?
• The Plot Road in Merge Funktion is not buildable for Normal Player for no Permissions

Steps to reproduce the issue

1. If you merge 2 Plots in one
2. If you merge the Plot the Road on the Merge Plot is not buildable

OS and versions

• Plugin Version: 2.1.0
• PocketMine-MP: 3.24.0
• PHP: 8.0
• Game version: PE/Win10

Other Plugins

• If you remove all other plugins, does the issue still occur? Yes/No (delete as appropriate)
• No because the Problem is in feature for Roads
