Water and Entities being placed no matter what #464

Issue description

Expected result: Player spawns a entitiy and it is supposed to be cancelled, when not on there plot
Actual result: The entity, is spawned, and can be used to lag out the server.

Steps to reproduce the issue

go to any plot, claimed or not.
use a spawn egg to spawn any entite, also works with dragon egg. and water and lava (which can be used to make a bunch of cobblestone.)

OS and versions

Plugin Version: 4.0
Server OS: Linux
