Issue description

Expected result: Blocks should not change
Actual result: Blocks changed

Steps to reproduce the issue

Install the Release API 4 version of MyPlot
Right click with a hoe on any plot
The block changes even if you are not actually allowed to build / remove blocks on the plot.

OS and versions

Plugin Version: 2.1.0
PocketMine-MP: 4.0.9
PHP: 8
Using JIT: yes/no (delete as appropriate)
Server OS:
Game version: Android/iOS/Win10/Xbox/PS4/Switch (delete as appropriate)

Other Plugins

If you remove all other plugins, does the issue still occur?
