ChromeVox doesn't function correctly on `file://` URLs. #7

ChromeVox only requests host permissions for `http` and `https` schemes, which 
is a bit problematic when testing out local HTML files locally.  I understand 
that you probably don't really want to request `<all_urls>`, but I think it's 
appropriate here (and you're doing it for the content scripts anyway... :) ).

I've noticed that chromevox also won't read chrome:// url's, which could be a 
major issue since all the chrome dialogs for things like managing add-ons 
aren't accessible
