Compatibility with GHC 9.10 #1036

Bump the upper bound on template-haskell and enable CI for GHC-9.10.1.

Tested locally with GHC 9.10: All the tests run through. A metadata revision or minor release would be much appreciated :)

Thank you! I'll publish a revision in a few minutes. minor release in a bit. (revision won't do because of the code changes necessary to work around foldl' exported by Prelude.)
