Add RPM spec file #73

A spec file has been added. I am not sure how you currently build your packages for Ubuntu / Debian but I can help integrating this into your system if you want.

Hi @bramceulemans, I don't build the Ubuntu & Debian packages myself, I only do the Archlinux package. I can't really maintain the RPM spec file, but if this makes the packaging process easier; I am happy to host it in the repository. Is it possible to move this to extra/ though? Let's try to keep the top-level directory as clean as possible.

BTW patat was added to Fedora last September
