APM Planner XTRACK_GAIN #332

XTRACK_GAIN is set to 1 in config.h
in the APM Planner -> PID: XTRACK_GAIN  shows up as 100

The parameter shown in a GCS or the Planner is scaled to centimeters.  There 
are a variety of parameters like this.  We cannot afford the overhead of 
converting them back and forth between the units they are actually used with in 
the firmware.

I have tagged Mike O (the Planner author) with this issue.  Perhaps he will 
want to provide the units for users or do the conversions.  However this 
parameter and others will continue to appear in their "native" units in some 
Ground Station parameter interfaces.

still in "raw" format, just now given a unit (cm)
