Battery Monitor not working #394

What steps will reproduce the problem?
1.Configure battery monitor per manual
2.Install 3.9k resistors for 3-cell LIPO
3.Select battery monitor type 1 or 4

What is the expected output? What do you see instead?
Mission Planner should display battery voltage

What version of the product are you using? On what operating system?
1.0.54 APM code 2.22

Please provide any additional information below.
The battery voltage display is zero
