APM2.23 +Remzibi #396

What steps will reproduce the problem?
1. Upload the f/w APM2.23 +Remzibi to APM-2560

2. Connect the X-Bee configured @57600 Baud to the Serial Port 3 (Telemetry 
Port), in parallel with Remzibi board.

3. Run latest HK-GCS with X-Bee connected to the PC's USB-serial port.

What is the expected output? 
Two-Way telemetry should work Okay as it works in the f/w APM2.23

What do you see instead?
Reading and writing the waypoints and reading and writing the configuration 
(Parameters) is not happening where as in APM2.23, it is working well.

What version of the product are you using? On what operating system?

Please provide any additional information below.
f/w APM2.23 +Remzibi uploaded to APM-2560. Windows XP, SP3 and Windows Vista.
