Are PWRs required? #38

Someone mentioned situations where a writer might not have a publisher or vice versa as allowable, valid use cases

Writers might have no publishers representing them (be "unpublished") but any publisher share must represent a writer share (because that is where the publisher gets his share from), so we cannot do away with PWRs entirely.

(The sequence number thing in CWR v2.2 as part of the PWR records was actually a clever move and led to much better data)

Now, what about unpublished works, i.e. no publisher share present at all? This could not only be "a writer that submits a CWR file" but could be a Publisher who only has an administration deal with the writer and no work shares, in such cases there would be no PWRs in CWR files the Publisher generates.
