Add menu entry to add a "How To Play" screen #11

There are several game features that now require some fore-knowledge or 
familiarity with the game to use correctly.  A "How To Play" screen may be 
beneficial for beginners.

Some features that could use instructions to use properly includes the "Rotate 
Then Shoot" targeting option, and the launch bubble/next bubble swap feature.
