committed heap size is increased when monitoring heap histogram of Eclipse itself on 64bit Windows #35

The committed heap size is increased close to the max heap size on 64bit 
Windows when monitoring heap histogram of Eclipse itself which is the same 
behavior on 64bit Linux.

The solution is to show message on Properties view disabling heap histogram in 
this condition.
