This is a complete translation.

Some small problems are not solved due to I18n in source code. Like: 'Unconfigured in Extension Settings' placeholder="New Tab URL" permissionLabels windows, tabs is forced, but in Chinese it is not needed. Close + " " + "..." are same case, the space is not required.
