packages as ~ppc maybe ~arm #11

Hello !

I successfully use gs-elpa for quite a number of packages on ppc. Maybe one can add this keyword to the packages as emerging with ~amd64 on ppc seem odd. I guess the same thing is true for quite a number of other platforms. This should be lisp packages anyway. I do not right now not really see why they should not work on a platform as long as emacs is ported to this platform.

Since Jauhien has not been active, I have started gathering some changes from the forks of this repo and going to make a new release. If you have any patches/pull-requests please make them there.
