Structure support for Themes and I18N files #5

Currently, a single default theme and all I18N files are simple included
mas part of static file set. Need to allow for users to supply/supplement/
replace these in extensible way.

I have not found a way to get the tags to pull in text via the key or label
attributes either.  Is this a known problem?

can you please tell me the actual implementation of struts 2 framework.
I just want to know,How does struts.xml file load from the container?
