Clarify rules for interceptors with ManagedBeans in absence of CDI #29

ManagedBeans (designated by @ManagedBeans) support the use of interceptors specified with @Interceptors in the absence of CDI. The interceptors spec needs to be clarified to cover this case. In the current draft requirements are couched in terms of EJB (and CDI) requirements only.
