http://java.sun.com/javase/technologies/desktop/javahelp/ refers you to http://java.net/projects/javahelp/ and from there the downloads button, http://java.net/projects/javahelp/downloads, says no downloads.

(I have no admin permission or I would do it myself.) http://download.java.net/javadesktop/javahelp/javahelp2_0_05.zip still seems to work so it is possible that the only problem is that https://svn.java.net/svn/javahelp~svn/trunk/www/ is not being published as the project web site. Fortunately this just takes a couple minutes for a project admin to set up.

http://repo2.maven.org/maven2/javax/help/javahelp/2.0.05/ is also a convenient way to get the basic artifacts - good enough if you do not need the specialized subset JARs, demos, or user guide.
