Supply an alternate AppliesTo address for a RST request #1446

Metro should allow users to specify an AppliesTo URI that differs from the endpoint address. It should/could support setting this value from the STSIssuedTokenConfiguration and/or from the PreconfiguredSTS element in WSIT. Some STS providers, such as IBM TFIM, issue tokens based on the AppliesTo URL and having this address configurable will increase interoperability. Rampart and CXF already provide mechanism to override this.
