Empty precondition #7

What steps will reproduce the problem?
1. Create an action
2. Specify no precondition or a expression that is not translated by 
itSIMPLE  to PDDL
3. The translated PDDL is going to have a empty precondition and this seems 
to be a syntax error.

What is the expected output? What do you see instead?
An PDDL with no :precondition section in the given action

What version of the product are you using? On what operating system?
itSIMPLE verion: 3.0
operating system: all
