add image without upload is useless

You can add file upload for images by using :
http://gwt-ckeditor.googlecode.com/svn/trunk/doc/com/axeiya/gwtckeditor/client/C
KConfig.html#setFileBrowserBrowseUrl(java.lang.String)

and the same on for flash, etc.
This is not a goal for CKEditor to provide an upload form. You have to create 
it by yourself or to use CKFinder.
