Take phase of moon into account and tint night vision #60

Like the title says, this causes moonlight to be affected by the phase of the moon, and it also adds configurable tint to night vision. I made this for a modpack I'm working on, which uses my Evernight mod to make it eternally night, but it should work fine without that mod.

I'd be happy to make changes as needed. I'm not entirely sure the way I did the moonlight change makes sense outside of my modpack, so please let me know what you think of it.

For some reason, the button to enter the night vision tint setting screen is not visible. Tested in Iris and Optifine (latest versions). (Edit: Sorry, my mistake. Works fine)
