This change adds DeepL support for the plot translation.
in order to use it you need to provide an ApiKey which can be obtained here: https://www.deepl.com/pro-api?cta=header-pro
(With the free ApiKey you can translate up to 500.000 characters free of charge (CreditCard required for sign up)
Currently the ApiKey will not be validated on used as is.
Motivation and Context
DeepL offers better and more natrual translations than googletranslate

Tested on Windows Server 2019 with pwsh 7.1.3 and python 3.8.5 with a free ApiKey
