dnsmasq - causing CPU to spike to 100% #1409

What steps will reproduce the problem?
1. Enable IPv6 Protocol using the following configuration:
2. IPv6 Connection Type: Native DHCPv6
3. Get WAN IPv6 Address From Source: Stateful: DHCPv6 IA-NA
4. Get DNSv6 Servers Automatically
5. Get LAN IPv6 Address via DHCPv6 IA-PD? Yes
6. Enable LAN Router Advertisement? Yes
7. Enable LAN DHCPv6 Server? Stateless

The above settings would result in 100% CPU usage. Running "top" in SSH shows 
dnsmasq consuming close to 100% of CPU time. 

note: Setting Enable LAN DHCPv6 Server? to "No" or "Stateful" does not cause 
dnsmasq to consume close to 100% of CPU time.

What version of the product are you using? On what operating system?
RT-N56U, 3.4.3.9-091
