Buff Nukie round chance, enable clownops #30

Why It's Good For The Game

Nukie rounds are fun for both parties. If war ops is declared, it turns into a hectic panic for all departments. Clown ops is the same, but HONK!

Changelog

:cl: config: Buff nukie chance from 2-3 and clownops chance from 0-1. This makes nukie rounds as likely to happen as IA rounds, while being less likely than wizard. For reference, traitor chance is 5. Clown ops are VERY rare now. /:cl:

it also makes assistants spawn with gray suit. forgot to mention that

I'm not accepting changes to the default configs. These would not affect the game. If you want tweaks to the server, request them in Discord or on the forum.
